New Rules 2010 (Word)

 

Summary Points from the National Umpires Seminar 2010

The points below were discussed in detail and all clubs and umpires should take note of the following regulations for season 2010/11.

Green Cards

·         Green cards now carry a minimum two minute suspension

·         The time will be controlled by the umpires and the player can be brought back on by either umpire

·         Players will be allowed back on immediately after the suspension is over unless a penalty corner has been awarded. The player will be allowed on after the PC is over

·         There are only two types of offences, technical and physical

·         No team will be allowed more than one green card for the same type of offence except where the captain is given a green card for a team offence

·         No player other than the captain as previously described will be given two green cards

Yellow Cards

·         As per green cards there are only two types of offences, technical and physical

·         Technical offences will carry a minimum 5 minutes suspension, physical offences will carry a minimum 10 minutes suspension

·         No player, other than the captain who is suspended for a team offence, will be given two yellow cards

·         If a different player is sent off for the same type of offence their team mate has already been sent off for, may be subject to a longer suspension time than previously issued to their team mate

·         A player receiving two yellow cards will then be shown a red card after being shown the second yellow card

·         If a player is shown a red card without being shown the second yellow should consider that they have been given a straight red card

·         The captain can be given a second yellow card but only if their first yellow card was for a team offence. However if their first yellow card was a personal one they will be shown a second yellow followed by a red card as it will be considered that by their own actions, behaviour and conduct, they are no longer in control of themselves and / or  their team. The captain would be deemed as showing no personal control or control of their team.

 

 

Breaking the line at a Penalty Corner – Attackers

·         If an attacker enters the circle early they will be sent to the half-way  line but can be replaced by another attacker

·         If the injector ‘faints/dummies’ the injection in an attempt to influence the defence to break the line, they will be removed from this role but can join their team around the circle

·         For persistent infringements of this rule, which is throughout the duration of the match and not only at each corner, a free hit against the attack may be awarded

·         Persistent infringements may incur a personal penalty

Breaking the line at a Penalty Corner – Defenders

·         If a defender breaks the line at a penalty corner they will be sent to the half-way line but cannot be replaced

·         If a goalkeeper breaks the line the captain chooses which defending player goes to the half way line

·         For persistent breaking of the line a penalty stroke may be awarded against the defence

·         Persistent infringements may incur a personal penalty

 

Conduct of Managers and Coach’s

·         If the captain has to be spoken to regarding the behaviour and conduct of their manager and / or coach, a warning will be issued. A warning is not necessarily a green or yellow card but this decision will be based upon any and all previously issued personal penalties issued in the match to their team, including themselves

·         If the captain is spoken to for a second time regarding the behaviour and conduct of their manager and / or coach, the offending manager and / or coach will be given a red card and the captain choose a player to be removed from the field. That team will play with one or more than one player less for the remainder of the match, depending  if both manager and coach are sent off permanently

·         Managers and / or coach’s are still subject to a direct sending off and this would be a permanent suspension, without the captain being spoken to, therefore the team would be subject to permanently playing one or more than one player less for the remainder of the match

 

Rule changes – Summary: Effective immediately for all domestic competitions

Rule 9.15:

“players must not force an opponent into offending unintentionally”.  This Rule is deleted.

 

Rule 13.1:

location of a free hit.  This former Mandatory Experimental Rule becomes a full Rule of Hockey.

 

Rule 13.1.d:

“a free hit awarded inside the circle to the defence is taken anywhere inside the circle or up to 15 metres from the back-line in line with the location of the offence, parallel to the side-line”.  The option of taking the free hit “anywhere inside the circle” is deleted.

 

Rule 13.2:

taking a free hit, centre pass and putting the ball back into play after it has been outside the field.  This former Mandatory Experimental Rule becomes a full Rule of Hockey.

 

Rule 13.3.h:

“taking a penalty corner … until the ball has been played, no attacker other than the one taking the push or hit from the back-line is permitted to enter the circle”.  When an attacker enters the circle before permitted, the penalty corner is taken again except that when attackers persistently enter the circle before permitted, a free hit is awarded to the defence.  In the full printed set of Rules, the penalties which apply for an offence during the taking of a penalty corner will listed in detail.

 

Rule 13.9.a:

for an offence during the taking of a penalty stroke”.  If the stroke is taken before the whistle has been blown and a goal is scored, it is taken again.

 

Rule 13.9.c:

“for an offence during the taking of a penalty stroke … for any other offence by the player defending the stroke which prevents a goal being scored”.  Instead of a goal being awarded, the penalty stroke is taken again.  This means that Rules 13.9.c and 13.9.d both now lead to the penalty stroke being taken again.
